ORGANISATIONAL STRUCTURE

 

CHIEF EXECUTIVE OFFICER : MR EDWARD PISE

Mr. Edward Pise is a distinguished leader with a high degree of emotional intelligence.He is national chairman of the Chief Executive Forum of Rural District Councils in Zimbabwe.He is a holder of a Bachelor Of Laws (LLB from UNISA ) ,a National Higher Diploma In Business Studies ,an Executive Diploma In Development Studies. He also holds a Postgraduate diploma in in Strategic Management.

Mr E. Pise's stewardship has lead to national recognition with special awards for his immense contribution these include Most Innovative Chief Executive Officer 2015 ,Most Innovative Chief Executive Officer 2014 from the Ministry of Local Government and Leadership Shield from Kushinga Phikelela 1987.

Mr. E. Pise has relentlessly served in various positions boasting of 22 years of experience he has held the Executive Officer Health position at Mhondoro District Council in 1988 , as the Senior Executive Officer for Maungwe District Council and as the Chief Executive Officer for Makoni Rural District Council since 1994 to date.

 

 


 

HUMAN RESOURCES AND ADMINISTRATION MANAGER :MR MUSHAYA

Mr. Pius Mushaya has acquired an undisputed experience in local authority management. The celebrated administrator has holds a 22 years of expierience and has served the council as Community Services Officer , Executive Officer Admin for Maungwe District Council in 1986 and Human Resources and Administration Officer for Makoni Rural District Council since 1994 to date.

Mr. Pius Mushaya is a holder of a National Higher Diploma in Local Government Administration and Executive Diploma in Developmental Studies from Kushinga Pikhelela Polytechnic . He is also the School Development Committee Chairperson for John Cowie Primary School

 

 


 

TREASURER : MRS JANEFFER MURIRO

Mrs. Janeffer Muriro is an illustrious holder of a Masters in Business Administration (University of Zimbabwe )Bachelor of Commerce in Accounting and a SAA Diploma in Accounting . She is currently the chairperson of Manicaland Chapter Treasurers Forum for Rural District Councils in Zimbabwe.

The finance head of department has also server as the Executive Finance Office at Chimanimani R.D.C and also graced Tsuro Trust as the Finance manager for before joining Makoni Rural District Council in 2011.

 

 


 

AUDITOR : MR. ISSUED MABAUDHI

Mr. Issued Mabaudhi has acquired an undisputed experience in local authority management. The celebrated auditor joined Makoni Rural District Council in 2004.Mr. Issued Mabaudhi is a holder of a SAAA Higher Diploma in Accountancy, Higher National Diploma in Accountancy (HEXCO) FORM Bulawayo Polytechnic College. He also did CIS part B.

Before joining Makoni Rural District Council he worked under the Ministry of Home Affairs as a recruiting officer with the ZRP. The local authority has invested in the veteran employee for almost two decades. His eye has seen many schools, rural health centres and other public structures constructed.Currently, the seasoned employee leads Audit Department.

 

 


 

DISTRICT ENGINEER : MR. EDMORE CHIDEMBO

Mr. Edmore Chidembo is a decorated engineer with a high degree of experience. He is joined Makoni RDC in 2009. He is a holder of Master's degree in Public Sector Management (A.U), a Bachelor of Engineering Degree in Civil and Water Engineering (N.U.S.T), a certificate in Concrete Micro Design, a certificate in New Engineering Contracts and certificate in Labour based supervision.

Mr. Edmore Chidembo served as Site agent for Costain Zimbabwe in 1996 as well as Project engineer at Kwekwe Sewer station in 2001 then as the Resident engineer at Chipinge RDC.He also took post as the Assistant project manager at Chirundu Border Post in 2003 and as Resident engineer at Murowa Diamonds in 2004 before returning to Costain Zimbabwe in 2005 to serve as the Regional engineer and later joining Makoni RDC as the District engineer to date. Mr. Edmore Chidembo spearheads the engineering department

 

 


 

COUNCIL CHAIRPERSON : MR. GUY MUTASA

Cllr Mr. Guy Mutasa is serving a third term in office and has been elected as Chairperson for three successive terms and led. He aso served as the President for the ARDC2 for one term from 2014-2016. He is also the Chairman for Zimbabwe Tobacco Seed Association.

Mr. G. Mutasa is a renowned farmer and sculptor who is the first black sculptor to be commissined by his Royal Highness the Prince of Wales to sculpt a bust of Prince Charles.He has commissioned to do several art works in bronze and stone sculptors across the world in countries such as United States of America, United Kingdom, Germany and South Africa .

 

 

 

 


 

 

VICE COUNCIL CHAIRPERSON : MRS. S. MATSANGURA

Cllr Mrs. S. Matsangura is serving a third term in the office of the councillor. She is the councillor for Ward 34 .

 

 

 

 

 

 


 

 

FINANCE COMMITTEE CHAIRPERSON : MR. RAYMOND MUSHORI

Cllr Mushori Raymond is serving a third term in the office of the councillor. He is councillor for Ward 31 which boasts of Animal Husbandry .He is the Finance Council Chairperson for the Finance Committee .

 

 

 

 


 

 

ROADS WORKS AND PLANNING COMMITEE CHAIRPERSON : MR. JOSPHAT ZVINVEKU

Cllr Josphat Zvinveku is serving a third term in the office of the councillor. He is councillor for Ward 6 which mainly undertakes various Horticulture activites.

 

 

 

 


 

 

AUDIT COMMITEE CHAIRPERSON : MR. FRANCIS MUPUMISI

Cllr Francis Mupfumisi is serving a third term in the office of the councillor. He is councillor for Ward 2 which also prides itself in Livestock and Crop husbandry.

 

 

 

 


 

 

ENVIRONMENTAL COMMITEE CHAIRPERSON: MR. GILBERT G. TEMBANI

Cllr Gilbert G. Tembani is serving a third term in the office of the councillor. He is the councillor for Ward 13 which engages in Horticultural activities and Livestock rearing and maize stalk farming.
